Being invited to Türkiye to enhance cooperation in the field of human resources, the President of the Agency of the Republic of Kazakhstan for Civil Service Affairs, Darkhan Zhazykbay, met with the President of the Presidency of the Republic of Türkiye Human Resources Office, Salim Atay at the Presidential Complex. Experience and information were shared on Türkiye's human resources practices through meetings and focus group discussions.

Atay emphasized that Türkiye has developed contemporary, technology-oriented, transparent, and merit-based tools that prioritize equal opportunities to design its future. He stated that they have reached a level that is monitored and cited as an example by the world's leading organizations.

Human Resources Management is an Important Agenda for the Turkic States

Reminding that their initiative to consider human resources management as a crucial topic was accepted by the Organization of Turkic States (OTS), Atay remarked that human resources management has become an essential subject for the Turkic states within the scope of the OTS.

Atay mentioned that in previous meetings, a memorandum of understanding was signed regarding sharing of services provided in Türkiye over five years through digital tools referred to as "talent management" with OTS countries. He explained that today's meeting was conducted within the framework of this agreement.

Atay stated that during the working visit in Türkiye, expert institutions made presentations to the visiting delegation, explaining how to familiarize themselves with the e-insan application, understand its various functions, and implement it in their countries. He made the following assessments regarding the benefits of the application: "As you know, our economy is dominated by a free-market economy, and we have many national and international companies. We have reached a large export capacity, and our employment figures are growing daily, making us a productive nation. Therefore, we want to share this experience with the Turkic states. Of course, the human factor is the center of all these activities. If we can share our experience with the Turkic states and offer it to them as a tangible product, when they use these tools, they will be able to make a greater impact, be more beneficial, especially to the younger generations."

Expressing the hope to share e-insan mobile application with Turkic states and becoming countries that exhibit similar performance in terms of human resources by the year 2040, Atay stated, "By offering these tools we have developed to the Turkic states, we aim to provide transparent and merit-based responses to the needs of both the new generations and the current public employee and workforce in a framework of equal opportunities. We aim to ensure an efficient and homogeneous distribution of human resources in these regions by enabling the use of these tools. In other words, each state in the Turkic geography should create its center of attraction, and the talents in those regions should prioritize building their careers in their own countries. They should not view going to other countries as a goal so that they could transform into a society that effectively utilizes both underground and above-ground resources."

During their visit, Darkhan Zhazykbay, the President of the Agency of the Republic of Kazakhstan for Civil Service Affairs, also shared experiences with the Turkish delegation and explained the work they have carried out in the field of human resources management in their country.
