The "Distance Learning Gate" has been made accessible to public employees in Azerbaijan. A cooperation protocol was signed between the two countries at the Çankaya Mansion regarding the platform’s accession for utilization in Azerbaijan.

Following the signing ceremony, the President of the Presidency of the Republic of Türkiye Human Resources Office, Salim Atay, remarked that the idea of establishing the Distance Learning Gate emerged as a necessity three years ago to provide equal opportunities and to deliver the same quality training across Türkiye. Atay specified that the platform has provided training to 1 million 930 thousand civil servants in three years. He further expressed that in line with the joint text signed with Turkic states in the Summit of the Heads of State last year, they reached an agreement with Azerbaijan for the first time this year on the using the Distance Learning Gate.

Mentioning that a signing ceremony was held today regarding the platform’s accession for utilization, Atay continued his statements as follows: " We have first offered a test application to Azerbaijan, and our colleagues examined the infrastructure there. The Azerbaijani side made the necessary adjustments, and we have activated the trial version. The platform will become operational in Azerbaijan within the framework of today’s signing ceremony. There are more than 35,000 training material in our system, and they will be able to benefit from these trainings directly. One of the most wondered topics is the issue of language. Artificial intelligence eliminates the language barrier and enables us to translate this training into any desired language, through subtitles or voiceover. Relevant government institutions will be able to conduct joint training. After the Second Karabakh War period, Azerbaijan has a responsibility to deliver training in those regions. Due to being distant from the center, providing training to public employees in remote areas is a challenging situation. However, through this tool, the government of Azerbaijan will be able to train its civil servants efficiently.

Jointly Pioneering A New Initiative

Atay also stated that new training will be added to the system by Azerbaijan, thus enabling public employees in Türkiye to benefit from them easily. Atay mentioned, "According to our research, no two countries in the world use a common platform. In this context, we are jointly pioneering a new initiative.."  In line with the efforts to expand the platform's usage to other countries, he also expressed that negotiations with the Turkish Republic of Northern Cyprus (TRNC) and Kazakhstan were ongoing. Accordingly, he added that the Office would collaborate with the relevant Kazakhstan institutions later this week. Atay indicated they had the technical infrastructure and content to make these efforts accessible to all relevant sectors, especially within the Turkic states community.

Ensuring the Incorporation of Azerbaijan's Experience into the Platform

Urkhan Alakbarov, the Rector of the Azerbaijan Public Administration Academy, also thanked the Human Resources Office for their support. Emphasizing this initiative’s significance in public administration, Alakbarov stated "We highly value offering 35,000 training materials free of charge to Azerbaijan's civil servants by the Human Resources Office, under the leadership of Mr. Salim. The Distance Learning Gate will facilitate the further advancement of public administration in Azerbaijan.. We will ensure the inclusion of Azerbaijan's experiences into this platform."
