The candidate civil servant basic and preparatory trainings, which are applied to those who are appointed to public service for the first time, have been made available for use by all public institutions and organizations through Distance Learning Gate prepared by Presidency of the Republic of Türkiye Human Resources Office.

Since its announcement to the public on April 22, 2020, Distance Learning Gate has been met with great interest, and as of today, it has become a national platform with 292 public institutions and over 2.7 million civil servants registered, with the numbers increasing every day. Among the total number of affiliated/related/associated/coordinating organizations of ministries, 148 have been registered to the system. The total number of trainings has reached 1,626 so far, consisting of 1,380 live/virtual classroom sessions, 192 video-based trainings, and 54 presentations.

Based on the results of the Public-Data Survey conducted by the Human Resources Office on 862,833 civil servants in 2019, it has been determined that there are open points for improvement in terms of updating the candidate civil servant training regulation, training content, training duration and training method in line with the suggestions, opinions and requests from public institutions and organizations. In this context; as a result of the evaluation of the training and development data of the Ministries in 2019 and focus group discussions with the Ministries; the work initiated by the Human Resources Office to update and enrich the content of the training of candidate civil servants, to increase the quality and efficiency of public personnel and to ensure unity of practice has been completed. In this context, the basic and preparatory trainings included in the General Regulation on the Training of Candidate Civil Servants will be provided through Distance Learning Gate in line with the provisions of the 2021 Presidential Annual Program. In addition to supporting the content of these trainings, the Office will simultaneously carry out inter-institutional follow-up and coordination to ensure unity in training and increase quality.

Use of Distance Training Method in Candidate Civil Servant Training is Requested

In today's age of knowledge and technology, one of the forefront contemporary training practices is the method of distance learning. Our Office evaluated suggestions, opinions and requests received from public institutions and organizations, and it was concluded that the majority of institutions expressed the opinion that candidate civil servant trainings should be provided by distance training method, using common content. In addition, it has been determined that it is important to prepare up-to-date and standard training materials that public institutions can benefit from, especially for the basic training of civil servant candidates.

Candidate Civil Servant Trainings Planned to Save 400 Million TL in the Next Year

Providing civil servants with centralized, standardized, and online training will bring several benefits, including the rapid dissemination of training to a wide range of participants, enabling more personnel to benefit from the training within the existing budget, overcoming time and location constraints in training, and directly determining the training needs. As a result, it is aimed to achieve unity and quality in the candidate civil servant training of public institutions, prepared by expert institutions and individuals.

In line with the calculations based on the number of personnel starting work in the public sector between 2015 and 2020, it is estimated that approximately 400 million Turkish liras will be saved annually from the training of permanent or contracted personnel by providing candidate civil servant trainings through Distance Learning Gate, taking into account accommodation, travel and trainer costs.

Distance Learning Gate Includes a Large Number of Training Materials for Civil Servants

The candidate civil servant preparatory training program prepared by the Human Resources Office also includes trainings on social skills and personal development. It is thought that these trainings, which will be included in the training program for candidate civil servants, will benefit public employees in many ways. Accordingly, professional development, personal development and legislative trainings for personnel have been created by competent institutions and training videos have been prepared under the coordination of the Human Resources Office. For instance, the training video on the Constitution of the Republic of Türkiye was produced in cooperation with the Constitutional Court, the training video on Atatürk's Principles and History of Revolution was produced in cooperation with the Atatürk Supreme Council for Culture, Language and History, and the training video on Human Rights was produced in cooperation with the Human Rights and Equality Institution of Türkiye and included in the candidate civil servant training pool. To date, 13 Basic Training and 26 Preparatory Training titles have been uploaded to the system. Institutions will be able to add the trainings or materials they need to Distance Learning Gate and these trainings will be included in the common pool. Thus, institutions will be able to benefit from the common pool. In addition to providing financial benefits for public institutions to save on training expenditures, Distance Learning Gate also offers the advantage of standardization in the training of civil servants as an effective learning and development tool. As the Human Resources Office, our support for the training process of our civil servants will continue with content and implementations suitable for our age.
